A situation where each player, acting in their own rational interest, chooses to defect, and all end up worse than if they had cooperated. Mutual defection is the stable equilibrium even though mutual cooperation would be better for everyone, because whatever the other does, defecting pays more individually.

Why it Matters

It is the canonical case where individually rational choices produce a collectively bad outcome, and the cause is the structure of the payoffs, not the character of the players. It explains arms races, price wars, overfishing, and free-riding, and shows that fixing such outcomes means changing the game, through binding agreements, repetition, or altered incentives, rather than exhorting people to be less selfish. In repeated play under the shadow of the future, cooperation can become rational and self-sustaining through strategies like tit-for-tat.

Signals

  • Everyone individually better off defecting, everyone collectively worse for it.
  • Calls for cooperation that fail because defection still dominates.
  • One-shot interactions with no way to punish defection later.

Benefits

A precise diagnosis of why good intentions fail against bad structure, and a menu of fixes: make agreements binding, lengthen the shadow of the future, or change the payoffs so cooperation becomes the best response.

Risks

Mislabeling a coordination problem as a prisoners' dilemma; assuming cooperation is impossible when repetition or side agreements would in fact sustain it.

Tensions

Cooperation is collectively better but individually irrational in a single round, and the levers that rescue it, commitment, repetition, enforcement, each cost something and can fail.

Two competitors cutting prices into mutual loss; nations in an arms race neither wants; users overdrawing a shared resource until it collapses.
